Our Local Planning Authority (AVDC) has the power to control local development. The Localism Act now gives Parish and Town Councils, through wide consultation with residents, the power to evolve a plan for the future.
The Parish Council set up a Neighbourhood Plan Steering Group with the aim of giving local residents real power to influence the shaping of Aston Clinton over the coming years.
After the public consultations are completed, our final Neighbourhood Plan will be put to local referendum and, if agreed, must by law be taken fully into account by AVDC when making future planning decisions.
The Law requires us to go through an extensive process of public consultation in order to establish how residents wish to see the future of the village develop. No change is not an option. Ever growing population is a reality as it always has been. But, we can choose what kind of development we want and where it should be sited, provided it fits with AVDC's overall strategic plan for the district.
Since the open day in September 2015 we have been collating, analysing, and researching the topics suggested by you.
The Topics have been listed below:
Housing, Environment, Leisure, Health, Education and Business
We realise the subjects are very much connected to each other and that will be taken into account for the final document.
From these topics, further research, and subsequent questionnaire, a feedback exhibition and consultation was held on the 28th Sept and 1st October.
From the original consultation it was apparent that traffic was of overwhelming concern and a survey was commissioned in August 2016. This resulted in a mitigation report being prepared in September 2016 and exhibited in October. This was amended in the light of feedback received and now forms part of the NHP.
The policies are now being formulated and incorporated into the plan and ready for the pre submission stage where it is shown to the residents and businesses of Aston Clinton along with AVDC, and other consultees. If necessary the plan can be amended.
It is then formally submitted to AVDC for a six week statutory consultation period together with all the supporting evidence. It now starts to carry weight in the terminology of legal planning law. Once the plan is approved by AVDC it is published and further comments invited.
Once this is complete it goes to an independent examiner who checks that the plan accords with legal requirements . He then has three choices.
1) recommend for referendum
2) Make amendments and then go for referendum
3) Refuse the referendum
Assuming the plan is recommended the referendum is paid for and organised by AVDC.
If a majority vote for it the plan becomes " made" and it is now duly recognised as such in the planning process.
We are very much committed to ensuring the ongoing viability of the plan which must be approved by AVDC especially as to how it relates to the emerging Vale of Aylesbury Plan, due for publication in 2017.
